I try to avoid that type of thinking, but I suppose its possible that I let it creep in from time to time as well. I don't mind you calling me on it if/when I do.

Getting back to my statement - There is just about no way "the resources could be used more efficiently" could convey the attitude you ascribe to it, except in the context of a statement like "Don't give them food, let them starve, the resources could be used more efficiently..."

In this case I'm not arguing for a reduction in resources. But rather more efficient use of the resources. More efficient use means more results from the same level of resources (or a bigger increase in results from an increase in the level of resources). It isn't "don't educated poor children, who cares about them", its asking for better results for those poor children.
