Yes, Keitel stated adamantly that they did not lower any existing royalty rates.

ERIC (sony ericsson) has lower than the "world standard" rate by virtue of their existing license signed in 1999 tied to the sale of the infra division.

Some other licensees apparently have slightly lower rates than the "world std" per their existing contracts also.

Apparently Sny Ericy and these other companies are now selling a higher proportion on handsets, thus driving the average royalty rate mix lower.
