Saddam had all he could do to hold his own country together. If the sanctions had been lifted I have bo doubt things would have become much more difficult for people who opposed him in Iraq, and the Kurds- but the US? The logistics of that just don't make sense. And Saddam, while ignorant about the West, wasn't stupid about his need for resources to fight various insurgent groups in Iraq. He would have spent his time and energy in Iraq and the surrounding area.

If Bill Clinton did not understand that, then he did not understand Saddam, imo.
