IF there is anyone who believes that any powerful nation would not develop nukes and use them given the opportunity ... I would like to hear how that could possibly be true.

Every powerful country on this planet is vying to increase its power and influence over the rest of the world. Those dictators who have such power are no less. In fact, since it all falls back on their individual ego (rather than a political system) they are much more likely, given the opportuntity to go for it.
