I think that depends how you define staggering. GDP, as I'm sure you know, is calculated in a rather strange way, and taking any particular spending program as a percentage of GDP...well

Medicare and Medicaid spending, for example, which affect almost all the elderly in this country and many more people besides, is a paltry 4.3% of GDP- and yet, oddly enough, people are worried about that, really worried. Go figure.

I think the cost of the Iraq war is financially staggering. I think a huge majority would find it thus. I will note that you do not find it staggering.
