As I understand it, a person receives unemployment benefits for two years. So people who are unemployed can stay on the list for up to two years; that's what I meant by a different treatment of the unemployed..

That increases the unemployment rate but it doesn't exaggerate the unemployment rate. Do you understand the distinction? It makes the number of unemployed people higher. It doesn't cause a false report of a higher number that isn't based on reality.


"Exaggerate" was a poor word choice. What I was trying to say is that by comparison the unemployment rate for the EU is appears overstated when put up next to the US unemployment rate but probably a truer reflection of the jobs situation in Europe. Even then, its not necessarily accurate.....just more accurate than the American rate.
