<assuming that "knowing" has to be founded on evidence> It does when you are invading a country and launching a horrific war with horrific consequences and when you are telling the American people to back you because you have the hard evidence to back up your claims, saying trust us because we can't show you the evidence because it is a secret. That is lying.
