Q. What lessons can we draw from modern Iraqi history?

A. First, foreign governments, whether Turk (Ottoman), British, or American, will not be able in the long run to occupy Iraq. The country is still too tribal in the outlook of the three main population groups, yet at the same time too nationalistic, to stand by and allow foreigners to control the land (or the oil). The country has a long history of Iraqi groups competing for power, of underground movements plotting for long periods of time, and of the violent overthrow of rulers of the land.

The Iraqi concepts of a constitution and a republic are not like American ones. We will not be any more successful than the British were in the twentieth century (the British occupied Iraq from 1914 to 1932 before withdrawing in the face of relentless attacks and sectarian conflicts) in forcing the Iraqi people to conform to our ideals of government or in accepting us as the de facto rulers of their land. We are wasting our time, our money, and especially the lives of our brave young people in a futile effort that originally had nothing to do with the so-called war on terror but much to do with American attempts to control a strategic area of the Middle East that just happens to be loaded with oil.
