I thought it was being spent on lobbyists who kick back a percentage to the Republican party.

You might be right on roads and public monuments (but then again you might not be). You aren't right in terms of spending on health care, education, and welfare. Not just total spending, but spending in those areas has increased, in real terms, faster then the growth in population.

I suspect spending on roads has as well, but its also true that miles driven has increased faster then the growth in population, which could account for part of the reason why more money has not produced better results.
