'Cut and run' is an old NAUTICAL TERM.

In the face of an impending catastrophe, (such as on-rushing hurricane, or the sudden unexpected appearance on the horizon of an enemy armada...), the sailors would cut their anchor ropes and run before the wind to try to ESCAPE DISASTER.

(And... hopefully live to fight another day, saving their lives and the investment of the ship's owners....)

So, I'd argue that the phrase means *exactly* the same TODAY as it always has.
