Clearly... the *benefits* from putting STRUCTURAL RESTRAINTS against constant government over-spending would mostly benefit the *next* (& all future) generations.

Like a game of 'musical chairs', over-spending actually seems (because the harms, although guaranteed, are long-term, while the gratifications are immediate) to benefit *current* generations --- until the music stops.

You'll get no argument from me over that point!
