I won't comment on that statement other than to point out that;
1) I was too young to vote
2) you were too young to vote
3)Eisenhower was president of the US for 2 terms. During that period he was president for all Americans whether they voted for him or voted against him or didn't vote or couldn't vote.

When Eisenhower left office he said;

"In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the militaryindustrial complex. The potential for the disastrous rise of misplaced power exists and will persist."
