One of the oddest feats of political recreation is Guiliani's. As you say, he was disliked in a great many segments of the NYC population up to 9-11. Early in his term, I thought he did well and were I living in NYC at the time, I might have voted for him in his reelection campaign. I think my youngest daughter and her husband, both serious lefties, did so.

But that second term was a near disaster. And that's what, had 9-11 not happened, would have been his legacy.

All that stuff will surface in any presidential campaign he might attempt. And with the worst spin for him.
