Well that's another option, clamp down on the entire country and make it more like a prison than a sovereign nation. If I were running the show this would have been my approach following the fall of Saddam's regime, with freedom restored slowly - province by province - based on stability (and other factors) in a specific province. However, I don't even know if your suggestion (kill all non-uniformed bearers of arms) solves a current Iraq problem. Are there that many people wandering around Iraq in broad daylight with weapons and without uniforms? I doubt it.
