Frankly if the US had half a clue they would have made peace with Fidel years ago. When things got bad after the collapse of Russia they had the perfect chance to offer limited trade, say booze and cigars for food. Then when Fidel dies, you would have had a foot already in the door. Allowing tourist travel would have had hordes of Cubans to leave from florida instead of flying from toronto to visit. And you might have benefitted when Fidel found Oil.
