President George W. Bush did not intend to insult Democrats by failing to pronounce their party's full name in his State of the Union address, spokesman Tony Snow said on Monday.

In his speech last Wednesday, Bush declared to a joint session of the U.S. Congress that "I congratulate the Democrat majority." Some Democrats were incensed he did not say "Democratic." The party's proper name is the Democratic Party.

Republicans for years have dropped the last two letters of the name as a slight to the party. Bush's prepared text of his speech had the proper pronunciation, but when he delivered it he made the mistake.

Former New York City Mayor Rudy Giuliani detoured through the Rhode Island for a quick fundraiser after a trip to New Hampshire as he considers a run for president in 2008.

Giuliani used the $1,000-per-person cocktail reception Saturday night at the Westin Hotel to garner support from a state Republican party divided by a nasty U.S. Senate primary and left reeling after major defeats in November.

"We have to run in every state," he said. "Every state's an American state. Republican candidates and Democratic candidates should be viable in every state. If I were to be the candidate, we would run in every state."

Among those attending were Gov. Don Carcieri, former Gov. Lincoln Almond, former Cranston Mayor Stephen Laffey and Warwick Mayor Scott Avedisian.

"What was the difference between (Hurricane) Katrina and 9/11? It was leadership," Carcieri said, praising Giuliani.
