Nagin is a pro-business democrat who is in bed with Bushies. He knows how to play both sides, sometimes against each other. He's a very clever man. He beat the true progressives running for mayor. Therefore it's ironic when Bushies try to blame the disasterous response to Katrina on Nagin. despite his party, he's really one of them.

Bottomline, Bushies never accept responsibility for their failures, crimes or incompetence. They will always point the finger at someone else; democrats, the press, foreigners, Clinton, judges, congress, whatever scapegoat was just fired, whomever. Doesn't matter. Unlike past presidents Bush has never really accepted responsibility for anything, though he finally started to a few weeks ago.
