Bush spent the entire time during the Hurricane making political speeches and raising money. The first thing Bush-Cheney did was to award Halliburton a 500 million dollar contract and suspend environmental regulations in the area. That was their priority. Then some photo op,s telling Brownie what a great job he's doing and finally putting Karl Rove in charge of the effort, in order words to manage it politically, instead of giving a damn about the people. Same thing as after 9-11 too. Many of the promises Bush made after 9-11 which people admired so much were never kept. Including catching Bin Laden.
