And the new clear and hold plan should be able to show that cleared and held areas are better off than uncleared areas. Showing improvement is complex for the reasons I've already mentioned unless the improvement is quick and massive, in which case its probably undeniable, but I think even the optimists don't expect quick massive improvement. I think many are reluctant to push for the numbers because they think the uncertainties in the data, combined with the likely manipulation, will make them useless, at least for awhile. Also see Sully's point Message 23235040 In a way its just a different way of expressing my point. The numbers could be useless, or could even be manipulated to be worse then useless.
