Take a minute to read his entire post. I think Elroy has already made it clear. I have? I thought I didn't express my view previoulsy, I just gave the options available. He wants to know what I think we should do. As I said, my answer is "I don't know". But I do think the idea of a deadline for withdrawal is a good one. I also don't see the rationale behind a 15% increase in headcount at all. That seems like trying to win a baseball game by using 10 players instead of 9. It might give you and edge, but its far from a dramatic change in what appears to be a failing policy.
