By who? Harper?

I have always assumed that Harper made this decision and is using Flaherty as the front man for it. I find it hard to believe that a Canadian finance minister can decide on his own to make a major change in tax policy. That is certainly not the way it works in the U.S. where the Treasury Secretary merely implements tax policy.

Harper has avoided saying anything about the tax changes since he was captured on video pledging exactly the opposite policy during the campaign.

He wants Flaherty to take the heat. Until I find out otherwise, I will assume it was Harper's decision.

Why should Flaherty worry about the $25 B lost? That's wasn't his money.

Now taxes, that's HIS money.
