Clinton tried to go to war in 1998. He signed the Iraq Liberation Act that year which called for the replacement of Saddam's regime by a democratic govt. He threatened war but backed down. Nevertheless the threat prompted OBL to release a fatwa against Americans anyway. He supported the war when it occurred:
