Well sure, because it is neither.


The disability part could be considered either insurance or welfare. The retirement part could be considered a retirement program or welfare. Or both parts could be considered a mix of both. For the moment I'm not arguing about the disability portion, or proposing changes in it. Leaving aside that part what is SS other than a retirement program, a welfare program or some mix between the two? Its sometimes called social insurance, but the SS retirement program isn't really insurance in any meaningful sense of the word.
