In Latin America bribery for such favors and restrictions, or "crony-capitalism" when such favors and restrictions where doled out to benefit friends of the leaders where hardly rare. Corruption does go deeper than that. It doesn't just include monopolies and benefits granted for corrupt reasons, but if you could get rid of the special benefits and reduce or eliminate the government granted monopolies than the countries of the region would be in a much better position going forward.
