"I thought democrats were 'clean' " When did I say that? "now you are saying black democrats who run for Pres. are 'dirty'" Biden said that. Or, at least, that is the claim. After listening to what he said, I don't think he was transcribed correctly. There is a pause after the word "African American", and a comma can be a powerful thing for meaning. So it looks to be a result of a sloppy reporter. So he wasn't referring to the other black candidates that have been out there. Although Jesse and Al are far from "clean".
