'Cause the 20% just cares a lot more than the 80%. Same story as US relations with Cuba. 98% of Americans could really care less if we normalized relations with Cuba yesterday, but 2% (mainly the nationalized former Cuban refugees) care a hell of lot about the issue, and their concerns outweigh the ambivalence of the rest of us.
