Peter, I can understand that any other country would relish getting money from a financially sound country, like the USA, but can not understand why the State Department would think that throwing money at country would guarantee their allegiance. I believe in helping those that are our allies, but not any other country. That is a lot of tax payer's money gone down the drain. Throughout history, appeasment has never worked, and there is no reason to think that it would work now. Condi should be able to tough it out for the two years she has left, but with the demorats owning the Congress, she may be doomed after that.
