Yup! It is true. It stems from a superstitious belief that God saves the innocent. It is not really codified in Islam but is a matter of centuries old tradition. The same would be true if the person was to beheaded and somehow the executioner misses and he survives or if the hang him and the rope breaks and lives, etc, etc.

...and yes, the punishment for adultry is death, traditionally by stoning. The punishment for out of wedlock sex for unmarried people is whip lashes.
