Donno. I don't think there is any direct payments scheme to citizens, but there are loads of welfarish things (education, health care is free + if you need overseas health care you get travel + a stipend per day + free overseas care, if you get admitted to a US university it is free and you get a stipend for as long as you're their. etc.), if you get married you get money, if you have a kid you get money, etc. But I think if they sit around alone in their room that they don't get paid.
