Their purpose is not to spread risk, it is to DENY CARE whenever possible in order to achieve their stated goal: increase profits. If you don't think this is true then you really don't understand capitalism. Let me make this VERY VERY SIMPLE for you Geode. You claim that the problem is out of control profiteering, and crappy service. Really?? So you and your friends should go and start either a completely non-profit, or a modestly for-profit insurance company that instead offers good coverage, and freaking put the others out of business. Please tell me why you are not doing this? That is what free enterprise is all about. If you offer a better product at better prices, you win, and make money doing it besides. You have no understanding of what you are talking about. You conflate desired outcomes with stupid methods having no hope of obtaining them.
