Then they upgrade their Town Hall (Ancient of Life) earlier than you can so that they can train their 2nd hero ASAP or even hire a neutral hero from a tavern. The right counter would be to rush them, i.e. build nothing but Footmen early and flood your opponent's base before he has a chance to build any defenses. Unfortunately, fast expand is kind of the opposite strategy. Plus Humans kind of suck at rushing. By the way, the counter to the Night Elf Chimera is the Dragonhawk Rider and its Air Shackle ability.
