If they already impose a handicap (by having high energy taxes), that doesn't mean that "leveling the playing field" by imposing an equivalent handicap on ourselves, isn't imposing a handicap on ourselves.

Also many of these countries do import cheap oil from the ME. They handicap themselves by taxes, but presumably that money isn't a 100% dead weight loss. If we strive to not import any oil, and use more expensive energy from the US, then the additional cost is a dead weight loss.
