Government funded research does not equal all research. Essentially cut off doesn't equal completely eliminated. Cut off for several years is more a pause than an end, research has continued since that time. Its not something that's started up again recently. -- And I was being generous to you by taking your statement as meaning that research on energy alternatives was put on hold by the Reagan admin. But seeing as your talking about the NIH, it seems like your saying that government funded basic research on everything was essentially stopped by Reagan, and that isn't true.
