The inspectors were there to inspect -- hence the name 'inspectors'. And as was becoming increasingly clear, there was nothing left worth inspecting -- there were no WMDs left. The UN inspectors were indeed far, far along the path of total verification. What was left to do was clean up loose ends. With the work of the inspectors completed, sanctions would have been lifted. Bush would then have no excuse to invade. To pull off an invasion he had to move quickly to seize 9/11 as the actionable cause -- although it was patently obvious that there was no connection to 9/11. Bush wanted to kill Saddam, and he was willing to play along with whatever deceptions deemed necessary to provide cover.
