So why don't YOU start an insurance company that covers ONLY those 55 and older?

There is a thriving business there. It is called Medicare Supplemental Insurance. Seniors buy it so they can have good medical coverage and get the care they want from the providers they like.

Wrt to fully displacing Medicare, there is no market, since there is mandatory coverage for all seniors anyway. What can an insurance company do, offer a duplicate policy? Who would buy it? Could an insurance company offer an exact Medicare policy competitively with Medicare? I'm guessing yes, if you look at actual Medicare program costs.
