I'd think a helicopter would be the way to do it. It could hover with a container right over the water so there would not be fishes doing belly flops from 30 feet.

I don't think they do that anywhere in Colorado anymore, but I'm not certain. The military have helicopters capable of those higher elevations, but I think a load of fish would simply be too heavy to try that method. To my knowledge, they don't try to stock those lakes at all. I'll try to find out.
