The UN is trying to do just that. There is a UN report coming out that includes collaboration from the top scientists around the world. The consensus is that their is a 90% probability that global warming is being caused by man made green house gas emissions. The new UN chief has called for a global UN summit on global warming and ways to combat it.

China is actually far more open to change than the US. I read alot about Chinese efforts. They have an exploding market in alternatives and green technologies including solar panels. The Chinese gov't is starting to get into it in a big way. They are far more open to change than Bush is.

There will be a global effort soon to do something. It won't include the US until Bush is gone, though.
