As far as accounting for retirement benefits when comparing a medicare type program vs. corporate insurance companies, my only thought is that with BOTH types of organizations, such benefits would be a cost of doing business. EOW both organizations would provide retirement benefits to their employees, thus neither is advantageous to the other with regard to that factor.

But this is just an off the top of my head response <g>.
