I think that was Kenneth Bianchi, the so-called "Hillside Strangler." He did a number of murders in California then moved up to Bellingham.

After he was convicted, he enticed a young woman into trying to do a copycat killing in Bellingham that would supposedly show that they had the wrong guy and the real killer was still on the loose. She did't succeed and was convicted of attempted murder.

She's out of prison now.

I believe Bianchi lives down the road from me a couple miles.
