The oil industry needs to be broken up and regulated.

Why not break it up and deregulate it? Make it more appealing for investors to pile money into so that we get 200 oil companies instead of 10, the competition for profit will encourage them all to do what is best for the consumer. Regulation just gets in the way of companies making profits. And as long as there are enough players, companies trying their best to make profits generally results in what is best for consumers.
