Felons HAVE been getting gun permits thanks to the NRA and jeb Bush. Gee, remember when conservative meant "lawo and order"? No more. As with most rightwing-controlled power structures these days, regardless of the law, there is little or no enforcement or regulations, just like Bush's EPA, or Cheney shooting the guy in the face with no investigation, or Reagan's S+L regulators. There may be technical laws, but no one cares. If you've got juice you get the goodies. You even get to out CIA agents during war-time or declare huge parts of the Constitution no longer in effect. Florida became a very corrupt state under Jeb Bush. He proved it during the 2000 elections, and also during the Terri Schiavo case where he was actually condoning freaks who were calling for the murder of federal judges. The whole rightwing power structure is like a two-headed Mafia, one head the ideological extremist nuts and the other the emga-corporate white collar criminals and war profiteers. It's no wonder the two corporations closest to Bush-Cheney are Enron, Halliburton, also the two most corrupt. It's also no wonder than the Exxon Valdez and Columbine both result from the same type of recklessness and corruption.
