It has been my observation that whacko Senators seem to show their true feathers only after being reelected. They know that posturing as if they were proponents of their "constituents" (voters) is the best way to be reelected. After serving two terms they have so much clout with lobbyists that raising money is easy and they have seniority to strut about with voters.

Look for the phenomenon in officials of the minority party in their home state. Hagel fits the bill. He is just registered in the majority party.
