Our friend told us when he first went there they built some highways that were poor but they learned from their mistakes. The highway I alluded to is still fine. One has to realize that they throw huge numbers of people at projects with a strange combination of technology & people power. When we were in Shanghai they had just finished building 6 seventy story towers in the last 5 years. Apparently in 2000-01 51% of the WORLDS free standing construction cranes were there. When we drove into Shanghai we counted 283 cranes (didn't get them all) & that was a period of "normal" growth.
