John,
Much of the RE boom in the early 80's was due to: (1) accelerated depreciation, and (2) being able to take paper RE losses against earned income. Every doctor and other high income earner was into RE limited partnerships.

The tax law change in '86 changed the game, leading directly to the RE crash a couple of years later.
