Iran has been under embargo by the US for a long time. Companies/countries dealing with Iran risk being banned from US markets. The nuclear facilities are being built by Russia, and Bush cannot arm twist them.

Iran offered that the facilities be built by the West so that the West can be sure about what is and is not in there. They even suggested that the nuclear power plant be a joint venture with western members on the board of directors. Bush refused and the Russians jumped on the opportunity.

The same goes for the gas and oil development. Countries that deal with Iran risk being sanctioned by the US. Shell decided that the risk rewards are worth. Japan already ended up having to turn down a major gas project.

Incidentally, for those who doubt Iran actually need nuclear power, about a month ago Iran shut off its gas exports to Turkey because it could not meet internal demands.
