A US listed stock subject to Rule 144 is restricted for 1 year. They only reported, in the most terse manner possible, 1 closing. That means all shares in the PP were issued on the closing day.
No, the shares were sold over a period of several months, not all in one day. This is from a month ago: Message 23157766

They may have been able to close the financing early and then try to do another one later, but they'd have had to redo the agreement and filing each time. I've never heard of a company doing "subsequent ones at ever higher prices based on the average close of the trailing 10 days." That's just not reality in the world of junior mining financing. They definitely could have handled the financing better, but they had trouble for months getting enough investor interest.
