My friends made one up when we were studying for the bar.
I still remember that one, too.

It concerned when the strict scrutiny test was applied to test constitutionality of a law.

It applies to rights under the Bill of Rights, plus procreation rights (screw my wife), right to travel (driving), right to vote (voting booth) and the right of crazy people to be out on the street (lol, personal liberty).
