UNSC 1441 UNANIMOUSLY APPROVED AND AFFIRMED that Saddam was in MATERIAL BREACH of the cease-fire obligations.

UNSC 687 is the instrument for cease fire at the end of Desert Storm.

Since 687 constitutes the agreement to cease fire, a breach of it by Iraq renders the existing cease fire null and void. This means Desert Storm could legally resume.
