Fair enough. If they aren't even able to get a reasonable body count then I would say the clear and hold strategy is already a failure. They should at least be able to stabilize a cleared and held section enough that they can determine how many people are getting killed by "insurgents" inside the section. If that reasonable request can't be made a goal, I say forget the effort.

However, I don't know if I accept your opinion that a reasonably accurate body count INSIDE a supposedly "cleared and held" area is out of the question. How can the coalition claim both that a certain area is held, but the coalition can't count violent activity inside the area? One claim seems to contradict the other.
