Have any more info on U360... does it include the Apps Processor, is it a complete merchant solution?

EMP doesnt supply a huge amount of information on their chips, but the U360 definitely has a dedicated Apps processor integrated with the baseband. My best guess is that it lies somewhere between the MSM6280 (ARM9) and the MSM7200 (ARM11) in terms of performance.

One interesting thing to note is that U360 based handsets were supposed to be on the market early in '07. Sony Ericsson just announced eight new handsets and none of them support HSDPA. They are going to launch a HSDPA card supporting download speeds of up to 3.6MBps but it wont be in production until Q3. Unless we hear about some HSDPA handsets at 3GSM, it seems EMP is going to be late to market.

Why is TXN so late with a complete merchant chipset for apparently any 3GSM (WCDMA/ UMTS) device?

I have never seen anything definitive but the assumption has to be that it is the software protocol stack. Renesas and TI were both working with Docomo on an integrated WCDMA chipset and Renesas has beaten them to market. Over the years, execution has been one of TI's strong points, but they have certainly fumbled the ball when it comes to their merchant chip.

For both of these companies, I assume we will know quite a bit more after 3GSM. They should both have some product announcements and the analysts always have some good info from behind the scenes.
